Thailand arrests foreigner over Bangkok bomb blast

Thai police have arrested a foreign suspect and seized bomb-making materials in the investigation of a deadly shrine bombing that killed 20 people, officials said.

Saturday's arrest is the first in connection with the bombing at the Erawan shrine in the capital's bustling downtown district on August 17, which killed mainly tourists in Thailand's worst single mass-casualty attack.

"We have detained one person," deputy national police chief General Chaktip Chaijinda told reporters in a live televised broadcast on Saturday.

"We have found components of bomb-making materials in his apartment and I am confident that he is likely involved with the bomb attack," he said on broadcaster T News.

Police had been searching for a prime suspect, described as a foreign man, who was captured wearing a yellow T-shirt on security cameras and leaving a bag at the shrine moments before the blast.

Al Jazeera's Scott Heidler, reporting from Bangkok, said it was not clear if the suspect was the same man captured on security camera footage.

Investigators have said the attack was clearly aimed at damaging the tourism industry but insist that Chinese tourists - who visit Thailand in larger numbers than any other nationality - were not singled out.

Earlier this week Thai police said they were not ready to exclude any possibility about who was behind the attack.

Potential perpetrators named by the police and experts have included international suspects, members of Thailand's southern Malay-Muslim insurgency, fighters on both sides of Thailand's festering political divide or even someone with a personal grudge.

Some security analysts have also speculated that China's ethnic Uighur minority - or their co-religious sympathizers - may have been behind the attack, motivated by Thailand's forced repatriation of more than 100 Uighur refugees last month to an uncertain fate in China.

Stricken Chinese cruise ship lifted from Yangtze River; hundreds of bodies recovered

The Eastern Star is upright once again, looking almost normal with its bottom resting on the water and its deck and cabins clear above it.

The ship's positioning Friday was a step forward in the daylong nightmare playing out on a section of the Yangtze River that flows through Hubei province. It means answers should be easier to come by as to why the Eastern Star capsized Monday night and what can be done to prevent similar tragedies in the future.

It also means closure could be coming soon to hundreds of families.

At least 396 bodies had been recovered by Saturday, according to Chinese state media. There are 46 people still unaccounted for.

Of the 456 people on board, 14 survived. But rescuers have had no luck since Tuesday, when a 21-year-old sailor and 65-year-old woman were plucked from the water.

The chances of more miracles have dwindled with each passing day. And the salvage process has begun.

That process involved huge floating cranes that set up alongside the overturned river cruise ship, dropped cables and hooks into the water, rolled the ship upright and raised it to the surface. About 50 divers took part overnight Thursday by tying slings around the 2,200-ton vessel, according to the state-run Xinhua news agency.

State-run CCTV News tweeted pictures of the Eastern Star after this happened Friday. Parts of its top level looked smashed, but the other levels appeared largely intact. By draining the ship, the idea is that it could again float on its own.

Meanwhile, rescuers continue their work. After going through the submerged, capsized ship for three days, they'll now theoretically be able to walk its decks and open spaces.

The idea is to go cabin by cabin, looking for people who may have, by chance, survived in a cranny inside -- and for the many who most certainly did not. It's all part of a huge operation involving nearly 150 other ships, 59 machines, over 3,400 Chinese troops and 1,700 paramilitary personnel, Xinhua said.

Death toll in South Korea's MERS outbreak rises to 31

    Two more South Korean patients have died from MERS and another patient has contracted the virus, the country's health ministry said Friday.

    The announcement brings the total number of deaths from the South Korean outbreak to 31.

    A total of 181 South Koreans have been infected with the Middle East Respiratory Syndrome virus, including those who have died and those who have recovered.

    Eighty-two patients are currently receiving treatment for MERS, the ministry said.

    The outbreak has sparked international concern, stalled the nation's economy and resulted in more than 100,000 canceled tourist visits to the country in the five weeks since a South Korean returning from the Middle East was confirmed infected in May.

In 2015, U.S. federal prosecutors disclosed cases of corruption by officials and associates connected with FIFA, the governing body of association football, futsal and beach soccer.

Near the end of May 2015, fourteen people were indicted in connection with an investigation by the United States Federal Bureau of Investigation (FBI) and the Internal Revenue Service Criminal Investigation Division (IRS-CI) into wire fraud, racketeering, and money laundering. The United States Attorney General simultaneously announced the unsealing of the indictments and the prior guilty pleas by four football executives and two corporations.

The investigation mostly revolved around collusion between officials of continental football bodies CONMEBOL (South America) and CONCACAF (Caribbean, Central and North America), and sports marketing executives. The sports marketing executives were holders of media and marketing rights for high-profile international competitions including the Americas' FIFA World Cup qualifying tournaments, and showpiece tournaments CONCACAF Gold Cup and Copa América. CONCACAF President Jeffrey Webb, also serving president of the Cayman Islands Football Association, was arrested in connection with the investigation, as were two sitting FIFA Executive Committee members: Eduardo Li of the Costa Rican Football Federation and Eugenio Figueredo, formerly of the Uruguayan Football Association and former CONMEBOL President Nicolás Leoz. The investigation lasted several years, with the first arrest, of Warner's son Daryll, made in July 2013.

In total, seven current FIFA officials were arrested at the Hotel Baur au Lac in Zürich on May 27. They were preparing to attend the 65th FIFA Congress, which was scheduled to include the election of the president of FIFA. They are expected to be extradited to the United States on suspicion of receiving US$150 million in bribes. There was also a simultaneous raid on the CONCACAF headquarters in Miami, And later, two further men handed themselves in to police for arrest: former CONCACAF president Jack Warner and marketing executive Alejandro Burzaco.

The arrests case triggered Australia. Colombia, Costa Rica and Switzerland to open or intensify separate criminal investigations into top FIFA officials for corruption.

'Genocide' charged as boat capsizes in Mediterranean

As a boat packed with hundreds of migrants capsized in Mediterranean waters, many were trapped inside behind locked doors.

That's the account one survivor of the deadly shipwreck gave to investigators, according to a statement released Sunday by prosecutors in Catania, Italy.

The Bangladeshi migrant's description provides new details about what may have happened aboard the ship, which sent out a distress call in the dark of night Saturday after a couple of days at sea.

As rescuers approached, authorities say migrants on the boat moved to one side, hoping to be saved. Their movement caused the large, multilevel boat to capsize about 110 kilometers (almost 70 miles) north of Libya, sending the desperate crowd plunging into the sea, their chance of survival slim.

The migrant, who spoke to investigators after being airlifted to a hospital in Catania, is among dozens who authorities say were saved from the sinking vessel. He told investigators there were 950 people on board -- a number prosecutors haven't verified. Maltese authorities, who are working with Italian rescuers, earlier said around 50 of 700 people on the boat had been saved.

Many on lower levels of the boat were trapped inside because smugglers had locked the doors, the migrant said, according to prosecutors. The Italian Coast Guard is collecting statements from other survivors, prosecutors said.

It was the latest in a series of dangerous voyages for hundreds of men, women and children who boarded the boat in Libya, hoping to make it safely to Europe. Passengers on the boat were from a number of nations, including Algeria, Egypt, Somalia, Niger, Senegal, Mali, Zambia, Bangladesh and Ghana, prosecutors said.

While the shipwreck was an accident, Malta's Prime Minister slammed the human traffickers who he accused of risking people's lives by putting them on rickety ships in unpredictable waters.

"Gangs of criminals are putting people on a boat, sometimes even at gunpoint," Prime Minister Joseph Muscat said. "They're putting them on the road to death, really, and nothing else."

It's "genocide -- nothing less than genocide, really," Muscat told CNN.
